Building Inspection – What is it and what are its Best sections?
Building InspectionThe health of the buildings is also Building Inspection under examination and farms with more than fifty years must undergo an inspection in which the state of the construction is determined. Do you want to know what this technical inspection of buildings (ITE) consists of and what parts of the constructions are studied?

The Technical Building Inspection(ITE)

Building Inspection The inspection is regulated, at the state level, by Royal Decree-Law 8/2011 and regulated by each City Council according to ITE regulations based on their own actions within Building Inspection the framework of state and regional minimums. To take into account that, in case the municipality does not have a regulation, state legislation will apply.

Building Inspection Thus, buildings older than 50 years , which are located in municipalities with a population exceeding 25,000 inhabitants and which, in addition, are preferably intended for residential and community use, will be subject to a periodic technical inspection, with the objective to ensure the good state of the building, as well as its conservation.

The Building Inspection is valid for 10 years from the moment the inspection is favorable and allows to extend the life of the building keeping it in the most optimal safety conditions, in addition to avoiding material damage and risks for those in the vicinity of the building .

But … Who can perform a Technical Building Inspection?

The ITE can only be carried out by competent medical technicians:

  • Mainly the architects
  • But ITE also performs  Technical Architects or Surveyors

What is evaluated in the Building Inspection

In these technical inspections of Building Inspection, it is evaluated, on the one hand, that the buildings are adequate as required by safety, health, universal accessibility and ornamentation . In the case that it is necessary to carry out some conservation work, it must be determined what works will be carried out and the time that will be used for such purposes.

The ITE begins with a visual inspection and, in order to check the security, stability and consolidation conditions of the building , any possible deficiency that could lead to major building safety problems is sought.

To do this, the following elements are reviewed:

  • Building structure and foundation .
  • Tightness, roofs, eaves and roofs.
  • Interior facades, exterior, medians and other walls such as: projections, cornices, flights or false ceilings.
  • Walls and floors.
  • Installations plumbing and sanitation.

What can be the evaluation of the report?

The competent technical technician Building Inspection will issue a report that, according to the general state of the building, may be qualified:

  • Without deficiencies
  • Building with slight deficiencies
  • There is the option that these deficiencies are serious
  • And ultimately with very serious deficiencies

What happens if there are deficiencies in the building?

In the event that the competent technician establishes any deficiency and these failures can jeopardize the safety of the building itself, of those who live in the homes or any person who may be in the vicinity of the building. Thus,  the optional technician must immediately notify the City Council of the municipality to which the housing corresponds and, in this way, will proceed to take appropriate measures as appropriate.

Find out what happens if your building does not pass the technical inspection (ITE)

As we have seen, it may be the case that the building does not meet the security requirements established by law . In these cases, obviously, the opinion of the Technical Building Inspection will be unfavorable, so that the report will reflect the deficiencies and the proposals to correct those deficiencies, and should reflect in the report.

Detailed report:

  1. In the first place, the description and location of the deficiencies to be corrected is included.
  2. On the other hand they write down and describe their possible causes.
  3. It will also be necessary to add a description of the immediate security measures that have been adopted or that need to be taken to ensure the safety of the occupants of the building, neighbors, adjoining and passers-by, if necessary.
  4. Finally, the degree of execution and effectiveness of the measures adopted and of the works carried Building Inspection out for the correction of deficiencies described in previous technical inspections of the building or Evaluation Reports will be marked .

Reforms and changes

If the building does not pass the inspection, measures must be taken and works carried out to correct the problems. These reforms will be carried out by a competent technician and, after completing the necessary works, it will also be inspected that the works carried out have been carried out as established by the initial non-favorable report of the ITE.

If the competent technician determines that the reforms carried out comply with what the ITE report dictated, Building Inspection the actions would follow the usual process of a favorable Building Inspection and the building would pass its next examination in 10 years , as indicated by state legislation.
